ATAB has six operating divisions headed by a Vice President, each with volunteer committees. The
chair of each division committee sits on a Council of Chairs in order to provide input and advice to
the VP of the Committee(s) who in turn reports to the Sr VP.The latter then briefs the ATAB’s
President and CEO.

engaged
in
intelligence/security activities and research for the past 14 years working in
tandem with the Army & civil Law Enforcement and engaged at present in anti-
terrorism research involving social network analysis, and exposure to
intelligence-led policing, terrorist profiling, terrorist threat assessments and counterintelligence related
security fields. He has his Antiterrorism Officer (ATO) credential from S2 Institute of Safety &
Intelligence, USA. In June 2012 he has been elevated from Vice President (Committees) Antiterrorism
Accreditation Board (ATAB-USA) , to Sr VP ATAB...He holds the portfolio of International Advisor
(Counterintelligence/Counterterrorism and Intelligence) of Research Institute for European & American
Studies (RIEAS) , Greece and also of European Intelligence Academy (EIA).He is the Administrator and
Program Manager of WAR COLLEGE which imparts quality education in intelligence and other security
disciplines to US security personnel and verified security personnel from other countries. He is also the
Advisor in intelligence and antiterrorism to College of Asian Studies, Athens, Greece.He is currently
engaged in introducing the concept of ground level or tactical level intelligence , surveillance and
reconnaissance capability to Indian security forces so as to replicate American successes in combat
operations in Iraq,Afghanistan,Bosnia and elsewhere. He holds a Diploma in Criminology from
Stonebridge Associated College UK and in Criminal Profiling(INDIA).He is certified as a Master
Antiterrorism Specialist by ATAB , Anti Sabotage Certified (ASC) by the College of Forensics
Examiners International (ACFEI-USA),Certified Protection Officer by IFPO-USA and is a Certified
Crisis Response Coordinator (CRC).In July 2012 he has been inducted as Fellow of New West minister
College , British Columbia,Canada.He is a member in good standing of several professional Security
organizations/Associations including the International Association of Counterterrorism and Security
Professionals , Association of Certified Fraud Examiners, International Association of Bomb Technicians
& Investigators, IAHN & the International Counterterrorism Officers Association. He is a registered
member of the International Association for the Study of Organized Crime. His has completed several
NATO/Partnership for Peace courses, UNITAR Courses, and is specialized in threat and vulnerability
analysis/assessment. He has spent a decade and half in studying and researching military intelligence

doctrine and manuals of various nations..US in particular,,TTPs,successes and failures and most recent
successful trends. He has compiled tests/examinations at preliminary, intermediate and advanced level in
intelligence, counterintelligence and antiterrorism. He has taken up a project to introduce Force Protection
and an intelligence architecture where adaptation to asymmetric enemy TTPs/intelligence is important
and the concept of enabling tactical and ground units to collect intelligence,analyse and act on it in time
thus doing away with the conventional long kill chain from sensor to shooter , the int component in the
chain being routed through different levels up to the Higher HQ Int Office and again pushed down to the
soldier on the ground, thus consuming time and usually rendered useless. His main drive is in the area of
line soldiers who are not intelligence qualified, that is whose military occupational specialty is not
intelligence but rather they are basic infantrymen, military police and reserve troops at checkpoints, rear
areas and other access points who can be trained easily in ‘’tactical questioning’’ of refugees, detained
persons, the usual casual contacts from among the population during routine patrolling and the like. These
soldiers can extract information of intelligence/counterintelligence value and quickly report it to their
commander or the intelligence officer of their unit—this last part alludes to Mr Mazumdars concept of
creating an organic intelligence/support cell for tactical units like the Bn.These secondary collectors ease
the burden on intelligence unit personnel who can focus on more important intelligence requirements of
the commander. He is a certified Human Resource Professional thus enabling him to effectively manage
peoples and assignments. He has authored books on Intelligence, COIN, Warning Intelligence, Terrorist
Interrogation and Antiterrorism. His expertise in unarmed combat is noteworthy--he is a regd. kungfu
practitioner.

Keith Flannigan Chair Certification Committee
This committee is responsible receiving, reviewing, and evaluating applicants, candidates, and members
seeking re-certification for the examination waiver to the CAS and CMAS certification program. The
committee shall strive to maintain the high standard of candidates while providing fair and unbiased
criteria for their qualification to meet the ATAB certification requirements.
Keith Flannigan, PhD, CMAS the Executive Director of an Investigative and Crisis Management agency
specializing in Counter Terrorism, Communication and Information security.
Mr. Flannigan has
designed Computer Security programs as well as conducting Penetration testing for Government and
Client Firms. He has conducted 119 International Hostage recovery operations and designs Security and
Response programs for Client with known security risk.
Information and Communication Security being the foundation of all Hostage Recovery and Prevention
programs requires him to maintain a high level of expertise in the areas of Computer, Information and
Digital Security enabling him to design programs and conduct Certified Technical Counter-Measures on
client communication and computer systems. Mr. Flannigan has 38 years of experience in the Law
Enforcement and Intelligence Fields. While team leader of a Terrorism Response Unit with AO of
Glasgow to Tel Aviv he responded to multiple criminal and terrorist situations from bombings,
kidnappings, extortion, money laundering, and espionage. His responsibilities included designing,
implementing, evaluating and testing of site and facility security, coordinating the analysis of SIGINT,
HUMINT and real time intelligence to develop recovery and response plans to include logistical and
operational action and after action plans.
He has written and instructed Law Enforcement curriculum on Technical Surveillance, Crisis Response,
Cyber Terrorism, Responding to a Terrorist Incident, Managing a Bio Chemical Incident, Financial
Crimes and Physical Security for county and state academies and the Federal Law Enforcement Training

Center (FLETC). For nine years he was an instructor at a police academy charged with developing in
instructing training in all of the investigative areas from organized crime to crime scene investigations. He
has served on curriculum advisory boards for Universities in the area of Security, Terrorism and Law
Enforcement. Mr. Flannigan has instructed classes at Universities on Terrorism and Cyber Terrorism
since 1995. Mr. Flannigan was named Counter Terrorism Trainer of the Year in 2005 by The Anti
Terrorism Accreditation Board and Counter Terrorism Professional of the Year in 1998 by the Counter
Terrorism EXPO. He has completed 4 State and Federal academies, minored in Criminal Justice holds a
PhD in Political Science and has completed over 3,200 hours of Law Enforcement Training.
He served as Chairman of the Information Technology Security Council and was the Regional Vice
President for the American Society of Industrial Security, the largest Security Association in the
world. He chaired the International Training Committee for the IT Security Council. He is or has been a
member of the National Criminal Justice Association, The Fraternal Order of Police, Information Systems
Security Association, National Association of Chiefs of Police, American Society of Law Enforcement
Trainers, International Society for Anti-Terrorism Professionals, International Terrorism Response
Association, Association of Former Intelligence Officers, American Professional Society on the Abuse of
Children, Georgia Chiefs of Police, U.S. Association of Professional Investigators, Association of
Certified Fraud Examiners Association and Chairs the Certification Committee and Board Member for
the Anti-Terrorism Accreditation Board.
Shawn VanDiver Vice President
Shawn J. VanDiver
MS, CPP, CEM, CTT+, CHS-V, CAS-PSM, SSI, CHSM, CEOCM, CCIPS, CDP-I, CMAS
Shawn VanDiver was born in Springfield, Illinois in September 1983 and moved to sunny California at
the age of 3. He enlisted in the Navy in February 2001 at the age of 17 and has been serving for just over
11 years. He spent 5 years on the USS THACH (FFG-43), stationed in San Diego, serving as a Mk 92

Fire Control System technician operating in support of the Global War on Terrorism as well as the war on
drugs. He served as the CF division LPO, CF01, CF02, CF03, CG01, and CG03 work center supervisor, a
member of the Combat Systems and Force Protection Training Teams (CSTT and FPTT), supply petty
officer, and a number of other minor and major collateral duties. Aboard THACH Mr. VanDiver was
awarded the Navy Achievement Medal (4 awards), Good Conduct Medal, Global War on Terrorism
Expeditionary and Service Medals, Humanitarian Service Medal, several unit awards, Enlisted Surface
Warfare Specialist, Junior Sailor of the year (2005), and Junior Sailor of the Quarter (3 awards).
In May 2008, he executed orders to Center for Surface Combat Systems Detachment West (CSCS Det
West), also in San Diego, CA, to teach MK 92 Fire Control System "C" school. He built and implemented
CSCS Det West's Emergency Management program while stationed there, as a product of attending
undergraduate and graduate school. Additional duties included Repair Parts Petty Officer, Funeral Detail,
and Safety Officer. While teaching MK 92, he achieved certification as a Master Training Specialist
(MTS) and was awarded the Navy Achievement Medal, Good Conduct Medal, Military Outstanding
Volunteer Service Medal, and Junior Sailor of the Quarter.
In April 2011, he reported to Aegis Training and Readiness Center Dahlgren, VA and attended AEGIS
SPY-1B/B(V)/D school. While stationed at Dahlgren, he took on duties as the Naval Support Activity
South Potomac (NSASP) Assistant Emergency Management Officer. As part of his duties, he managed
the EOC during Hurricane Irene, directing emergency response efforts at three installations in two states.
Finally, he recently reported aboard the USS CHANCELLORSVILLE (CG-62) and is the group
supervisor for 25 AEGIS fire controlmen (FCs), the Combat Systems Department 3M Assistant and
Career Counselor, and a member of the Anti-Terrorism Training Team (ATTT), Medical Training Team
(MTT), and Maintenance Material Management Training Team (3MTT). In August 2012 he reported
back to ATRC to attend Baseline 9 Aegis Weapons Supervisor (AWS) as CHANCELLORSVILLE is
being upgraded to the latest and greatest Aegis Weapons System.
Shawn attended National University for his BS in Domestic Security Management and MS in Homeland
Security and Safety Engineering. Additionally, he holds an AA in Electronics Technology from Coastline
Community college as well as the following credentials: ASIS Certified Protection Professional (CPP),
CompTIA Certified Technical Trainer (CTT+), US Navy Master Training Specialist (MTS), ATAB
Certified Anti-Terrorism Specialist - Physical Security Manager and Certified Master Anti-Terrorism
Specialist
(CAS-PSM and CMAS), C4SEM Certified Emergency Management Specialist (CEMS), Certified
Emergency Operations Center Manager (CEOCM), Certified Critical Infrastructure Protection Specialist
(CCIPS), and Certified Homeland Security Manager (CHSM), IAEM Associate Emergency Manager
(AEM), and ABCHS Certified in Homeland Security, Sensitive Security Information Certified, and
Certified in Disaster Preparedness (CHS-V, SSI, and CDP). Finally, he holds six United States
Department of Labor Journeyman designations.
Additionally, he operates a consulting business and teaches graduate and undergraduate students at
Ashford and Capella universities. VanDiver was a charter member of the American Board for
Certification in Infrastructure Protection (ABCIP), a sub-board of the American Board for Certification in
Homeland Security, and was recently elected Vice Chairman. He is currently the team lead for the
development of a national level certification in Critical Infrastructure Protection. He also serves as a Vice
President of Committees for the Anti-Terrorism Accreditation Board (ATAB). Mr. VanDiver also serves

Committees. Finally, he is the quarterly critical infrastructure protection columnist for Inside Homeland
Security, a professional journal.
When not in uniform or working in homeland security, Mr. VanDiver enjoys scuba diving, wine tasting,
cooking, and eating. He is the single parent of a wonderful 4 year old son, who also enjoys eating and is
having a hard time deciding between a career as a rockstar or pirate.
Leighton Johnson III Chair Training Committee
This committee is responsible for the development of new and improved educational and training
materials to meet the ever changing requirements of first responders and anti-terrorism professionals
worldwide. The goal of this committee is to promote and provide education and training tools to as many
first responders and other anti-terrorism professionals as possible, identify and fulfill training needs, and
otherwise provide educational and training assistance necessary to adequately prepare emergency first
responders to address mission requirements. We continue to develop new materials to meet the ever
changing requirements of today's responders.
Leighton Johnson, the CTO of ISFMT (Information Security Forensics Management Team), ), a provider
of computer security, forensics consulting & certification training, has presented computer security, cyber
security and forensics classes and seminars all across the United States and Europe. He has over 35 years
experience in Computer Security, Cyber Security, Software Development and Communications
Equipment Operations & Maintenance; Primary focus areas include computer security, information
operations & assurance, incident response & forensics investigations, software system development life
cycle focused on modeling & simulation systems, systems engineering and integration activities, database
administration, business process & data modeling. He holds CISM (Certified Information Security
Manager), CISA (Certified Information Systems Auditor), CISSP (Certified Information Systems
Security Professional), CIFI (Certified Information Forensics Investigator), CSSLP (Certified Secure

and MBCI (Certified Member Business Continuity Institute) credentials. He has taught CISSP, CISA,
CISM, Security +, CAP, DIACAP, ISSEP, Anti-Terrorism, Digital and Network Forensics, and Risk
Management courses around the US over the past 7 years. He was the regional CIO and Senior Security
Engineer for a 450 person directorate within Lockheed Martin Information Systems & Global Solutions
Company covering 7 locations within the Eastern and Midwestern parts of the U.S. He taught Digital and
Network Forensics courses at Augusta State University.
He has presented at ISRM-NA 2011, ISRM-EU 2011, EuroCACS 2010, ISMC 2007, ISMC 2006,
CyberCrime Summit 2007 and INFOSEC WORLD 2005 conferences and delivered multiple
presentations for military and civilian conferences for customers and clients worldwide. He is a member
of the CSA CloudSIRT working group developing the model for collaboration among cloud providers,
responders and users; the CSA Security-as-a-Service working group developing the definitions for
SECaaS requirements and models, as well as a member of the IEEE Education working groups on Cloud
Security and on Secure Software Code. He recently served as a member of the IS Alliance – NIST joint
working group on VOIP SCAP security. He is a contributing author to the “ Encyclopedia of Information
Assurance” , ISBN: 978-1-4200-6620-3, where he contributed two chapters on Security Incident
Response andConfiguration Management.
Allan McDougall Chair Transportation Security Committee
The focus of this committee is building anti-terrorism capability and capacity at all levels. This committee
is tasked to meet challenges associated with preventing, detecting, and responding to events in an
increasingly fragile and demand-oriented air, rail, and sea related transportation systems.This is
accomplished through communicating best-business practices, technology, lessons learned, and the results
of research into the community.
Allan McDougall holds a BA from the University of Western Ontario and a BMASc from the Royal
Military College of Canada and is currently pursuing graduate level studies. He has completed several
professional development certificates in the area of Emergency Management and Emergency Response
and is currently pursuing graduate studies with a focus on Infrastructure Protection.
Allan’s positions have included senior advisory positions in the Infrastructure Assurance domain to the
Canada Border Service Agency (CBSA), the Sr Inspector for Ports and Marine Facilities at Transport
Canada, and the National Coordinator for Security Policy and Projects at the Department of Fisheries and
Oceans where he also held an assignment as one of the leads in the Canadian Coast Guard’s Fleet
Security Program. Previously he was a member of Canada’s combat engineers.

Allan holds the Professional in Critical Infrastructure Protection (PCIP) , the Certified Master Anti-
Terrorism Specialist (CMAS), the Computer and Information Systems Security Professional (CISSP) and
the Certified Protection Professional (CPP). Additionally, he holds a number of other transportation
sector specific designations. He has currently co-authored two works— Transportation Systems
Security and Critical Infrastructure: Emergency Preparedness and Homeland Security , the latter’s third
edition just being prepared for publication. He has also been a technical contributor and chapter author to
works such as the Handbook of SCADA Security , due out in early 2013.
Allan has been involved near the forefront of several of the emerging efforts in Transportation Security,
ranging from the establishment of the International Association of Maritime Security Professionals to as
the Vice Chair for Transportation Security on the ASIS International. He has also been involved in the
establishment of the Masters in Maritime Security being launched in 2013 at Coventry University, a dual
award program.
Currently, he has been working with several organizations that have focused on challenges in the East
Africa, Indian Ocean and Middle East, including pipeline, maritime traffic, aviation security and supply
chain resilience projects. He is currently the principal consultant at Evolutionary Security Management.
Jim Lowe Chair Private Security Committee
The purpose of this committee is to develop resources and distribute information to Private Security
personnel that are deployed to hostile areas in an effort to make their deployment safer and more
comfortable. This committee develops and maintains a basic deployment equipment checklist and up-to-
date vendor contact information on how to deployed personnel may acquire materials and items.In
addition, this committee routinely posts updated information regarding lessons learned on our “News
Blog” page in an effort to raise awareness to known risk or threat by geographic area.

Jim Lowe is the President of two respected security companies: Tri Wolf Consulting Inc and C2 Security
Ltd. Tri Wolf Consulting provides best in class security consulting services to both the private and public
sector, while C2 Security Ltd provides security integration products and services. Clients for both
companies encompass small business, defense contractors, federal departments, international
organizations, real estate management firms, fellow security companies, and consultants. Jim is known
for his honest and accessible relationship with his clientele and genuine desire to do what is in his clients’
best interest. Jim’s experience in the following areas has given him a unique perspective and a
comprehensive understanding of security policy operations and management practices:
A security career currently spanning 20 years. Jim started in the covert video field and has expanded his
knowledge in a wide range of fields by working with and learning from some of the nation’s leading
experts. Another asset is his working knowledge of both the private and public sector and how the often-
critical void between these two sectors can be bridged. Jim brings to his client’s attention the local,
national, and international events that may impact his individualized clientele and how to mitigate the
risks to their business model.
Jims experience and insight into electronic and physical surveillance countermeasures, design and
composition of security specifications, threat risk assessments, development of policy and procedures,
emergency preparedness, and business continuity planning help any organization understand and manage
their operations.
As president of Tri Wolf and C2 Security, Jim has liaised with departmental security officers, Intel
officers, general managers, association heads, CFO’s and CEO’s.
Jim is a certified master anti-terrorism specialist, with the Anti Terrorism Accreditation Board in the U.S.
He keeps abreast of a wide range of technology and methodology through courses, conferences, seminars
and retaining close links to entry level and senior security practitioners alike. He is Chair of the National
Capital Security Partners Forum and is a member in good standing with the American Society of
Industrial Security (ASIS)

Dr. Abbee Corb Vice President
Dr. Abbee Corb , CMAS works as a consultant with the Hate Crime Extremism Investigative Team
( HCEIT) , a group of 13 police services in the Province of Ontario, Canada. Corb has a PhD in
Criminology and bears the designation of CMAS ( Certified Master Anti-Terrorism Specialist). She was
recently bestowed the honor of Kentucky Colonel for her contribution to the law enforcement and
intelligence community. Corb has been working in the field of hate and extremism for over 20 years. She
began her career dealing with Internet based hatred and right wing extremists. Corb worked dealing with
Nazi War criminals for almost 10 years. Dr Corb is a court-qualified expert on hate and extremism,
specifically as it applies to the online environment. She has produced 3 award winning films dealing with
hate crime. Corb is a published author and is currently editor of an International textbook dealing with
hate crime education. She is periodically called upon by the media and pro-active community based
organizations as a consultant on right wing extremism. Abbee Corb provides instruction and lectures to
law enforcement and government agencies around the world. Corb was a participant in the Global Forum
and International Parliamentary Coalition to Combat Anti- Semitism. Corb lives in the greater Toronto
area with her family.
G.F. Bryant, Jr. Chair Homeland Security Committee
This committee is responsible for reviewing materials, news, and alerts distributed by the Department of
Homeland Security, assessing their applicability to the ATAB membership, packaging approved
materials, news, and alerts, and distributing approved materials, news, and alerts to the ATAB
membership. Timely distribution of materials, news, and alerts ensures important information is
disseminated to our members in order to provide continued safe operation of their organization and
clients. We will also assist members by providing suggestions in locating specific instructional materials
addressing Homeland Security topics and situations.

Mike Maddox Chair Intelligence Committee
The function of this committee is the research, analysis, and production of sensitive information for
ATAB initiatives in support Government, military, and industry. In addition, this committee recommends
safeguard methods for protecting sensitive information and strives to provide valuable insight on
important issues by gathering raw intelligence, analyzing data, and producing timely and relevant
products for Government, military, and industry customers at all levels. The committee also provides
timely and accurate information of current known global terrorism risk and political instability and
provides ATAB members and clients with the latest information to assist them in mitigating the threat, as
well as protect personnel and assets.
Gary Christmann Chair Disaster Management Committee
The mission of this committee is to identify and evaluate vulnerabilities to terrorist threat, corporate
espionage, and other disaster scenarios. We assist organizations in the development of effective planning,
preparation and training mechanisms to mitigate such events, and to establish and/or assess organizational
command, control and communication elements.
Georg Grosse-Hohl Vice President
Georg Grosse-Hohl, after studying in the US, the UK, Japan, France and Switzerland, graduated in 2008
with a BA in International Relations from Webster University in Geneva, Switzerland. Georg completed
in 2010 a Master program in International Art Crime Studies from the Association for Research into Art
Crime Studies in Italy. He completed several certificates, among others in Geographic Information
Systems, in Computer Crimes Investigation and in Counter-Terrorism. He is currently finishing up last
degree requirements for an MSc in Applied Intelligence at Mercyhurst University in Erie, PA and a MA

Among others, Georg interned at the Nuclear Policy Research Institute in Washington, DC, the Institute
for Terrorism Research and Response in Jerusalem, Israel and at the National Consortium for the Study of

Georg is a VP at ATAB and oversees and coordinates in this position the work of the Physical Security
Committee, the Computer Security Committee and the Spanish Committee.
Georg has published in 2007 an article in the “Revue Militaire Suisse” (the official magazine of the Swiss
Armed Forces) about space militarization and space weaponization. In 2011, Georg presented about “the
Jihadi scene in Germany” and “CBRN Terrorism” in front of university students and law enforcement
personnel.
Georg is a Lifetime member of the Disaster Emergency Response Association (DERA) and author and
researcher in the research group “extremism/terrorism” at the Cologne Forum for International Relations

David Lang Chair Computer Security Committee
The purpose of this committee is to further the awareness of electronic information security across
government and private sectors as well as becoming the definitive resource for any proposed security
standards to assist terrorism responders
Mr. David T. Lang joined the U.S. Civil Service on August 15, 2011. He has
more than 30 years of experience in technical program management,
counterespionage, antiterrorism, security, training, risk management, and law
enforcement in private industry and the military. Before assuming his current
position Mr. Lang was the Director of Federal Security at Dell. Mr. Lang’s other
industry positions included Director of Information Assurance & Forensics, Director of Digital Forensics
and Director of External Training. Mr. Lang’s military assignments included nearly a decade as a Special
Agent for the Air Force Office of Special Investigations (AFOSI) and over a decade in nuclear weapons
assembly and maintenance.
During his years as a Special Agent Mr. Lang worked in the specialty areas of antiterrorism, executive
and force protection, counterintelligence and counterespionage. He served in many locations throughout
the world to include Saudi Arabia, UAE, Bahrain, Croatia, Bosnia, Korea, Germany, Russia and France.
Mr. Lang is a combat veteran of Operation Desert Storm and NATO operations in Bosnia and Croatia.
He also served as the senior USAF Special Agent in Zagreb, Croatia where he was in charge of the Joint
Force Protection Team for the United Nations Implementation Forces (IFOR). In the early 1990’s Mr.
Lang held diplomatic status as a US Arms Control Treaty Inspector and trained members of the US and
Korean governments in operational security measures to be implemented during arms control treaty
inspections. In 2003, he was selected by the United Nations to be a U.N. WMD inspector in Iraq.
Mr. Lang is a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE) and has
served as a senior instructor in the Master of Science in Information Assurance Program at Norwich
University and as an adjunct professor at The George Washington University, the American Military
University and the University of Fairfax.

Mr. Lang holds the rank of Colonel in the Civil Air Patrol (U.S. Air Force Auxiliary), is a past
commander of Civil Air Patrol’s Wyoming Wing, a past member of the Civil Air Patrol National Board,

Mr. Lang is a graduate of the Defense Intelligence Agency’s Undergraduate Intelligence Program, holds a
Post Master’s Professional degree in Education from Nova Southeastern University, a Master of Science

team logistics and support. Regardless of environment, whether mountain, desert, tundra, jungle, disaster,
or hostile, K9 teams are often the first into the area. This committee continues to develop, update, and
improve methods to keep the best of the best on the ground, working, and safe, wherever demand dictates.

John M Nomikos Chair Policy and Procedures Committee
The focus of this committee is to establish and maintain the framework for standardization of ATAB
programs, policies, procedures, guidelines, and presentations. The committee determines specifications,
standards, and recommended practices, and assists other ATAB committees and members develop,
review, edit, and finalize their written documentation.
John M. Nomikos (PhD) is the Director at the Research Institute for
European and American Studies, Chairman of the Mediterranean Council for
Intelligence Studies (MCIS), Chairman of the Greek Intelligence Studies
Association (GISA), Founder of the Athens Security Forum (ASF) and
Chairman of the European Intelligence Academy (EIA). He is a Professor of
International Intelligence and Senior Fellow of New Westminster College in
British Columbia, Canada, as well as Visiting Professor at the Peace Keeping
Security Studies (postgraduate program) in the University of Rome (Tre) in
Italy. He is also an Adjunct Professor at the Department of International
Relations in the University of Indianapolis (Athens Campus). He earned his Bachelor Degree in
Sociology at the Northeast Louisiana University in 1987, his Masters Degree in European Integration and
Cooperation at the University of Hull, 1991, and his Doctorate Diploma in International Relations and
Diplomacy at the Washington International University in 2001. He specializes on transatlantic
intelligence studies, intelligence reform, and national security architecture. He has done research and
studied in various research institutions in USA, UK, Norway, Finland, Germany and Israel.
John M. Nomikos directed the Greek team in a consortium of five countries (Northern Ireland-UK, Spain,
Germany, Bulgaria, and Israel) and completed successfully a two year (2009-2011) European Union-FP7
research project titled: SAFE COMMS on “Counter-terrorism Crisis Communication Strategies for
Recovery and Continuity.” He is a Certified Master Antiterrorism Specialist (CMAS).
Anthony Davila Chair Biometrics Committee
This committee studies and recommends uses for biometric technologies that measure and analyze human
body characteristics, such as fingerprints, eye retinas and irises, voice patterns, facial patterns, smart
cards, and hand measurements, for authentication purposes. In addition, this committeeprovides updated
information on the new NIST regulations and biometric requirements for DOD and government
contractors.
Anthony Davila currently works for Marine Forces North as the Law Enforcement Intelligence Analyst
within the Threat Information Fusion Center. He has extensive knowledge of criminal intelligence
collection and analysis; regional affairs, force protection, antiterrorism, and counterterrorism tactics,

Terrorist Specialist ID # 100268 and Maritime Security Manager. He completed a Master of Art Degree
in Homeland Security with Honors.

This committee provides training resources and assistance to ATAB members serving in the armed forces
worldwide. The focus of this committee is to establish and maintain effective communications, maintain a
resource database, receive and process requests for general and specific information, and provide up-to-
date and timely responses to ATAB members serving in the armed forces regarding anti-terrorism and
related training needs. In addition, this committee assists members and non-members serving in the armed
forces with identifying military and civilian educational advancement opportunities and certification
programs.

Todd Soard is an ATAB CMAS and started in EMS in 1982 and continues as a Florida licensed Private
Investigator since 1990. Mr. Soard holds a BS degree in Criminal Justice majoring in Forensics, a Master
in Education majoring in Curriculum Design, and a PhD in Public Health. He owns and is Director of
Emergency Educational Institute International that offers certificate and degree programs in EMS and
Private Investigation. Mr. Soard has trained a wide variety of individuals in medical care, security,
corporate and personal protection here in the U.S., South America, and the Caribbean.
Dr. Patrick Linnenbank Chair Tactical Medical Response Committee
Terrorist incident scenes are inherently dangerous, and all EMS personnel require additional training to
operate in these adverse and austere conditions. This committee works with the training committee to
establish standard protocols and training for all medical personnel that will respond to terrorist incidents
in support of law enforcement and military personnel. In addition, this committee studies the benefits of
implementing tactical medic training to current non-medical personnel in order to provide triage and
stabilization of casualties at terrorist and other traumatic incidents. Finally, this committee works with
existing tactical medic training programs and recommends ATAB curriculum in addition to their current
training in order to further prepare personnel for terrorism response.
MISSION STATEMENT": A medical response to terrorist attacks is an intrinsically multidisciplinary
process and requires optimal cooperation between medical and non-medical personnel in order to reduce
the number of casualties. It is the ATAB Tactical Medical Committee’s objective to improve medical
response to terrorist attacks through the following activities: sharing of international best practices,
supporting/facilitating the development of multidisciplinary medical response protocols, and providing

Dr. James Blair Chair Hospital and Healthcare Systems All-Hazard ReadinessCommittee
The purpose of this committee is to promote a culture of sector all-hazards readiness among the non-
federal healthcare community by identifying terrorist threats to the sector and dual-benefit derived from
preparing for and responding to an increasingly hostile environment created by the increasing evidence of
terrorist attacks on healthcare facilities to promote the terror multiplier effect (TME), more frequent and
robust natural disasters, and the evolving threat of pandemic infectious diseases.
Mike Fagel Chair Subject Matter Experts and Media Relations Committee
The mission of this committee is to serve as a liaison between ATAB (i.e., experienced ATAB subject
matter experts, ATAB Committee chairs, and the ATAB Board of Directors) and the media. When ATAB
is called upon to comment on or explain security and/or terrorism related incidents, the Chairperson of
this committee will determine the appropriate representative(s) to provide a concise, intelligent, and
timely response to the media. In addition, the Chairperson of this committee serves as liaison between
ATAB, the ATAB representative(s) and the media, and is
responsible for press and/or media releases regarding persons
awarded
the
CAS,
CMAS,
and
specialty
credentials.
Michael Jay Fagel, Ph.D., CEM, CMAS has been involved in
many phases of public service. In over 4 decades of public
service, he has been in Fire Service, Emergency Medical
Service, Public Health, Law enforcement and Emergency
Management, including safety & security manager for a major food processing firm.
Currently, he is an instructor at Northwestern University in the Masters of Public Policy &
Administration Program. There he teaches Bio Defense, Terrorism and Homeland Security Courses. He
teaches for LSU, NIU, EKU and BU, and also supported the US Army at Aberdeen Proving Grounds in
their WMD facility support for the FEB. He teaches Fusion Center and Intelligence officer training for

Admiral Peter Kikareas Vice President
Admiral Kikareas is a senior business development executive and recognized authority in the design and
implementation of global intelligence collection and analysis systems, risk assessment, and counter-
terrorism operations founded on his leadership experience as a senior executive at NATO and as a high-
ranking government appointee. Top level assignments include Director of Operations and Intelligence,
Director of the NATO Consultation Command and Control Agency, Director of Operational Planning for
the Supreme Headquarters Allied Powers Europe, and Technical Advisor and Manager for the NATO
Advanced Technology Group working with the MITRE Corporation for the design of the next-generation
Automated Command, Control, and Intelligence System. Admiral Kikareas was directly responsible for
developing and deploying the first Global War Games and Simulation Center for the Armed Forces; the

Richard Hughbank Chair Terrorism Studies and Standards Committee
This committee researches and maintains up-to-date threat information for the United States and world-
wide security with primary emphasis placed on understanding the nature and depth of catastrophic and
disruptive terror-based threats from non-state and state-supported entities. The committee is responsible
for developing and maintaining a series of incident prevention and response training standards for first
responders as educational tools in both the anti-terrorism and counter-terrorism arenas. In addition, as
domestic and international terrorists change their asymmetric and decentralized operational tactics, the
committee continuously strives to develop and improve tactics, techniques, and procedures in this
environment.
Major Richard J. Hughbank, U.S. Army (retired) has over 21 years of experience in the Military Police
Corps, is a combat veteran in the War on Terror, and an author of multiple articles, book chapters, and
books in homeland security, terrorism, security management, and other related topics. While deployed in
Kandahar, Afghanistan during Operation “ENDURING FREEDOM,” Richard participated in the capture
and processing of over 500 al-Qaeda and Taliban terrorists. He is currently a full-time Assistant Professor
at Northwestern State University of Louisiana where he teaches graduate Homeland Security courses and
undergraduate criminal justice and emergency management courses and is a doctoral candidate in
management and homeland security studies.
