U.S. Department of Homeland Security Training

The US Department of Homeland Security’s Training and Exercise Division (TED) serves the nation’s first responder community, offering more than 100courses to help build skills that responders need to effectively function in mass consequence events. TED primarily serves state, local, and tribal entities in public safety disciplines.

Instruction is offered at the awareness, performance, and management/planning levels. Students attend TED courses with the basic skills of their profession and learn how to apply them in the context of disaster preparedness, response, and recovery. Course subjects range from weapons of mass destruction (WMD) terrorism, cyber-security, and agro-terrorism to citizen preparedness.

Courses are online and classroom-based and are offered in residence (i.e. at a training facility outside Indiana) or through mobile programs in which courses are brought to locations that request them (i.e. in Indiana). Courses are offered for little to no cost to jurisdictions, but must be coordinated through the state training administrative agent (SAA) - Amy Lindsey.

In order to host a training class delivered by one of the USDHS TED training partners, you must send an e-mail to Amy Lindsey before contacting a TED school. Many classes are only offered to a state once per year. In those cases, priority will be given to the area that can guarantee a full class or a centrally located area in an IDHS district.

National Domestic Preparedness Consortium Training

The National Domestic Preparedness Consortium (NDPC) provides training for eligible public safety responders. Training may be provided at the school(“resident”), at your location (“mobile”), or online. For resident courses, travel and lodging costs are generally provided by the hosting school. Some schools also cover meals, however, check with the school. 

The National Domestic Preparedness Consortium (NDPC) is the principal vehicle through which the Office of Grants and Training (G&T) identifies, develops, tests, and delivers training to state and local emergency responders. 

The NDPC is a partnership of several nationally recognized organizations whose membership is based on the urgent need to address the counter-terrorism preparedness needs of the nation’s emergency first responders within the context of chemical, biological, radiological, and explosive weapons of mass destruction (WMD) hazards. Center for Domestic Preparedness (CDP): 

The CDP provides hands-on specialized training to state and local emergency responders in the management and remediation of Weapons of Mass Destruction (WMD) incidents. Located at the former home of the U.S. Army Chemical School, Fort McClellan, the CDP conducts toxic agent training for the nation's civilian emergency response community. The training emergency responders receive at the CDP provides a valid method for ensuring high levels of confidence in equipment, procedures, and individual capabilities. 

If you are a state or local responder this training is completely funded by the U.S. Dept. of Homeland Security at no cost to you or your jurisdiction. We fly you into Atlanta airport, pick you up, transport you to the Center, and provide all meals and lodging.

New Mexico Institute of Mining and Technology (NMIMT) National Energetic Materials Research and Testing Center (EMRTC):

EMRTC provides training programs for safety in handling explosives in research and response to incidents involving explosive materials. The courses provide technical level training for personnel who have a significant responsibility in the research of explosives or providing response to incidents involving explosives. New Mexico Tech provides expert instructors, field facilities for actual tests, and hands-on laboratory instruction. Government agencies and companies utilize these courses to certify personnel to perform and work with explosive operations. 

The challenges facing the emergency responder community are evolving rapidly in today's security aware climate. EMRTC has been a leader in providing DHS approved training to qualified First Responders from all over the nation. EMRTC will continue to provide training to our nation's First Responders to help them effectively respond to events involving explosives.

National Center for Biomedical Research and Training:

The National Center for Biomedical Research and Training (NCBRT), Academy of Counter-Terrorist Education at Louisiana State University (LSU) is a founding member of the National Domestic Preparedness Consortium (NDPC) and has been involved in the development and delivery of training and related efforts since 1998. Since that time, the NCBRT has developed and delivered for the U.S. Departments of Homeland Security, Justice, Health and Human Services, and Agriculture, as well as for state and local jurisdictions, non-governmental organizations, and the private sector, many courses dealing with weapons of mass destruction, counter-terrorism, and high consequence events, for all disciplines including emergency management, law enforcement (including tactical operations), hazmat teams, public health, EMS, hospital, agricultural, and others. The NCBRT has also developed and delivered numerous workshops and seminars, developed scenarios and exercises, and has provided technical assistance to governmental and non-governmental entities. Texas A&M University National Emergency Response and Rescue Training Center:

Texas A&M delivers a set of courses to prepare public officials, emergency medical services, law enforcement, fire protection, and public works for the threat posed by WMD. Courses are developed and designed to provide each specific segment of the emergency response community with the tools needed to accomplish its role in the event of a WMD incident. Additionally, Texas A&M has developed an Interactive Internet WMD Awareness Course for emergency responders. U.S. Department of Energy's Nevada Test Site (NTS) Counter-Terrorism Operations Support (CTOS): 

NTS conducts large-scale field exercises using a wide range of live agent stimulants, as well as explosives. NTS develops and delivers a Radiological/Nuclear Agents courses for emergency first responders. This training prepares the responders to take immediate, decisive action to prevent or mitigate terrorist use of radiological or nuclear WMDs, such as Improvised Nuclear Devices (INDs) and Radiological Dispersal Devices (RDDs or “dirty bombs”). Training courses and exercises conducted at the NTS, municipality-hosted locations, and online, provide state and local first responders with the tools they need to protect their communities from these threats.
